Couple of basic points:
(1) This is in fact what the EU-SPC Deep Sea Minerals Project is doing: by supporting Pacific Island countries to develop harmonised laws across the region. The Project is also working on a regional treaty, that would formalise such arrangements. But of course it is up to each sovereign State whether or not they wish to engage in either of those processes, and adopt the regional best practice advocated by the Project.
(2) There are significant legal and practical management differences between fish and minerals that must be taken into account, which means the PNA model cannot simply be replicated. For example, fish are a common resource that move between national jurisdictions. Minerals are not.
